Scope of Application: This Proclamation shall be applicable to all urban centers with in Ethiopia with regard to urban land.

Review: Ethiopia’s urban lands lease holding Proclamation No. 721/2011 has fundamental changed way of urban land possession by citizen, introducing lease payment (lease and attaching interest rates on balance) and lease years. Some of its provisions (such as calculation of interest rate), however, are widely misunderstand by implementer regional states.
