Title: Ethiopia’s Overseas Employment Proclamation No. 923/2016

Scope of Application: This Proclamation is applicable on oversea employment relation of Ethiopians conducted by public employment organs, or through Agency or on direct employment. It is also applicable on Ethiopians travelling to abroad to engage in overseas contracts of house maid service for non-profit making purposes.

Review: Ethiopia’s Overseas Employment Proclamation No. 923/2016 replaces Proclamation No. 632/2009, and it forbids direct recruitment and placing workers other than countries with bilateral agreement
